New Clark City Eyes Future as AI and Advanced Industry Hub

The Bases Conversion and Development Authority (BCDA) is positioning New Clark City as a major hub for artificial intelligence (AI), advanced manufacturing, and digital innovation under the Luzon Economic Corridor (LEC) through the Pax Silica initiative.

The initiative, developed in partnership with the United States and Japan, focuses on four priority sectors: energy, transportation and logistics, digital connectivity, and advanced manufacturing.

During a media briefing on May 18, BCDA President and CEO Joshua Bingcang highlighted the importance of infrastructure development in supporting the corridor’s long-term growth. Planned projects include improved airport connectivity, expanded energy systems, and upgraded digital infrastructure designed to strengthen the Philippines’ role in global technology supply chains.

“This partnership allows us to translate investments into real opportunities for Filipinos—quality jobs, better connectivity, and a stronger, more inclusive economy,” Bingcang said.

The initiative is backed by the administration of Ferdinand Marcos Jr. along with key economic agencies working to improve the country’s investment environment and competitiveness.

Officials also emphasized the Philippines’ growing role in the critical minerals industry, which supports sectors such as clean energy and electronics manufacturing. A newly signed agreement is expected to boost cooperation in mineral processing and value-added production.

Meanwhile, Jacob Helberg stressed the need for resilient and diversified supply chains as global demand for AI-related technologies continues to rise.

“When supply chains are overly concentrated, they become vulnerable. What we are building is a more reliable and secure system anchored on strong partnerships,” Helberg said during the briefing.

Helberg added that AI supply chains rely not only on semiconductors but also on rare earth elements, metals, energy systems, and manufacturing components that require stable sourcing and international cooperation.

The collaboration aims to combine American technological expertise with Asia’s manufacturing scale and efficiency, creating a new model for economic and industrial development.

Investor interest in New Clark City and the broader Luzon Economic Corridor continues to expand, with several foreign firms exploring opportunities in infrastructure, energy, and industrial development projects.

BCDA officials said the development strategy will follow a corridor-based approach, linking multiple growth centers through modern infrastructure instead of focusing on a single land area.

With continued government support and international partnerships, officials remain confident that New Clark City can emerge as a leading regional center for AI innovation and industrial growth.
