UN Establishes Global Advisory Panel on Artificial Intelligence

UN moves to safeguard humanity with new global AI advisory panel

In response to the rapid and far-reaching rise of artificial intelligence, the United Nations General Assembly has approved the creation of a new international advisory body aimed at guiding countries on how to govern the transformative technology.

Adopted on Tuesday, the resolution establishes the Independent International Scientific Panel on Artificial Intelligence, an expert-led body tasked with helping governments navigate the opportunities and risks posed by AI. Member states expressed growing concern over the speed of AI development, warning that without proper oversight, the technology could pose serious threats to democracy, human rights, and global stability.

The move follows an agreement reached by UN member states in September to form a scientific panel composed of experts who will foster dialogue among governments on AI-related issues. Under the newly approved resolution, the panel will conduct evidence-based scientific assessments, synthesizing and analyzing existing research on the impacts, risks, and potential benefits of artificial intelligence.

UN Secretary-General Antonio Guterres is expected to appoint up to 40 members to the panel, who will serve a three-year term. The body will function independently and draw from a wide range of scientific and technical expertise.

Beyond the creation of the panel, the resolution also calls for an annual global dialogue on AI governance. This forum will bring together governments, experts, and other stakeholders to discuss international cooperation, exchange best practices, and align AI governance with the United Nations’ global development goals.

The first global dialogue session is scheduled to take place in Geneva next year, alongside a world summit on artificial intelligence.

Costa Rican Ambassador Maritza Chan Valverde, who co-led the negotiations with Spain, emphasized the urgency of collective action. “The development of artificial intelligence is advancing at a pace and scale that means it affects all states and countries across the globe,” she said. “With this resolution, the United Nations reaffirms its central role in guaranteeing that AI will serve humanity.”

As AI continues to reshape economies, societies, and governance, the UN’s latest initiative signals a coordinated global effort to ensure the technology is developed and deployed responsibly.
