Ang Pilipinas naman ay nasa critical na punto:

1. Unahin ang Protection, hindi ang “Pagpigil sa AI”
Mali ang approach na “AI = danger, ban natin.”
Ang tamang mindset:
“AI is powerful. Gamitin natin nang tama at bantayan ang abuso.”
Protection should focus on:
• privacy
• scams
• deepfake misuse
• stalking
• child safety
• data breaches
• election manipulation
Hindi lahat dapat bawal —
ang bawal lang ay dangerous misuse.
2. Magkaroon ng Clear Ethical Guidelines for AI Developers & Companies
Dapat simple, malinaw, madaling sundin:
• bawal gumawa ng AI na nagtuturo ng crime
• bawal magbigay ng personal data nang walang permiso
• bawal mag-manipulate ng tao emotionally or politically
• bawal mag-deepfake nang walang consent
Instead of banning AI,
ban harmful behavior.
3. Bigyan ng AI Literacy ang Pilipino — Hindi Lang Polisiya
Hindi sapat ang batas kung di marunong ang tao.
Dapat:
• AI education sa schools
• training sa teachers
• AI awareness sa barangay
• simple guides para sa parents
• AI safety reminders sa media
• AI transparency labels sa apps
Educated citizens = protected citizens.
4. Government must use AI responsibly — hindi para sa control, kundi sa service
AI regulations become useless kung mismong gobyerno abusive.
Dapat may rules din ang government:
• no AI surveillance without due process
• no data harvesting for politics
• no AI-generated propaganda
• no profiling ng tao using AI
AI should be for:
• disaster prediction
• public safety
• education
• health
• transportation
• transparency
AI for public service, not public control.
5. Encourage Innovation — Huwag Patayin
Kapag sobrang strict, mauuna na naman ibang bansa.
Dapat:
• open innovation zones
• safe sandboxes for startups
• tax incentives sa AI companies
• partnerships with universities
• Pinoy AI research funding
• support for Filipino talent
We regulate misuse,
but we support creation.
6. Require AI Transparency Labels
Para hindi maloko ang tao:
Dapat may label kapag:
• AI-generated ang image
• AI-written ang text
• AI-made ang video
• AI voice ang ginamit
Ganito ginagawa ng Japan, EU, at Singapore.
Simple, pero sobrang effective.
7. Magkaroon ng Rapid Response Team for AI Abuse Cases
Para hindi mangyari ang mga creepy incidents like stalking instructions or harmful outputs.
Dapat meron:
• ethical review panel
• emergency takedown protocol
• hotline/reporting portal
• investigation task force
Kapag may mali,
mabilis ang aksyon.
8. Protect the People. Empower the Creators. Guide the Nation.
Ito ang tatlong pillars ng tamang AI regulation sa Pilipinas:
PROTECT
ordinary citizens, children, workers, consumers, voters.
EMPOWER
local innovators, freelancers, creators, businesses, teachers.
GUIDE
institutions, media, schools, LGUs, government offices.
Regulation should not mean “takot.”
Regulation should mean direction.

Hindi natin dapat katakutan ang AI.
Ang dapat nating bantayan ay ang maling paggamit ng tao sa AI.
