ChatGPT Ads Hits $1 Billion Revenue Run Rate as OpenAI Expands Advertising Worldwide

ChatGPT Ads has reached a reported $1 billion annualized revenue run rate in less than 200 days, marking a major milestone in OpenAI’s growing advertising business.

OpenAI is now expanding self-servi
ce advertising access to India, Europe, the Middle East, and North Africa, allowing more businesses to launch campaigns directly through ChatGPT Ads Manager.

Tens of thousands of advertisers are already using the platform, according to OpenAI, as advertising increasingly becomes part of the company’s broader business model.

The company believes ChatGPT offers advertisers something different from traditional search engines and social media platforms.

People often enter ChatGPT while they are already in the middle of making a decision.

They may be comparing products, planning a home renovation, looking for a new job, researching a service, or deciding what to purchase.

Instead of displaying ads on a separate search results page, OpenAI wants advertising to become relevant to the conversation a person is already having with ChatGPT.

ChatGPT Ads expands beyond managed campaigns

ChatGPT Ads initially launched through managed sales teams, advertising agencies, and technology partners.

The advertising platform is now reportedly available in more than 40 countries through OpenAI's Ads Solutions team and partner network.

More than 50 technology and measurement companies are also supporting the growing ChatGPT advertising ecosystem.

Ads Manager, introduced in May, allowed small and medium-sized businesses to launch campaigns without requiring a managed advertising contract.

OpenAI says small and medium-sized businesses already represent a significant portion of ChatGPT advertising revenue.

Advertisers outside the United States are also accounting for a growing share of revenue, while some of the platform's biggest customers are now operating campaigns across several countries simultaneously.

With self-service access launching in India, Europe, the Middle East, and North Africa, businesses in these markets can now create an Ads Manager account and launch campaigns without first going through an agency or OpenAI's managed sales team.

European regulators increase scrutiny of ChatGPT

The expansion into Europe is happening as European Union regulators increase oversight of ChatGPT.

The European Commission has designated ChatGPT as a Very Large Online Search Engine, or VLOSE, under the European Union's Digital Services Act.

Reddit and Roblox were also given equivalent designations under the law.

The designation applies to platforms that reach at least 45 million average monthly users in the European Union.

OpenAI now faces additional responsibilities under the Digital Services Act, including identifying and mitigating systemic risks created by the service and its algorithms.

These risks include illegal content, potential harm to minors, effects on physical and mental wellbeing, threats to individual rights, electoral risks, and public security concerns.

OpenAI has four months from notification to comply with the additional requirements, placing the reported deadline in January 2027.

The European Commission will supervise ChatGPT together with Ireland's Digital Services Coordinator, Coimisiún na Meán, because OpenAI's European operations are based in Ireland.

The European Commission considers ChatGPT a hybrid service because it combines an artificial intelligence conversational system with web search functionality.

That search capability is one reason European regulators classify the service as a search engine under the Digital Services Act.

European Commission Executive Vice-President for Tech Sovereignty, Security and Democracy Henna Virkkunen said ChatGPT, Reddit, and Roblox will now face greater scrutiny and accountability because of their impact on European citizens and society.

The European Commission has now designated 28 very large online platforms and search engines under the Digital Services Act.

ChatGPT conversations can influence which ads appear

One of the most significant differences between ChatGPT advertising and traditional digital advertising is how advertisements can be selected.

OpenAI's advertising system can analyze the context of the conversation currently taking place between a user and ChatGPT.

If someone is discussing travel, technology, home renovation, career opportunities, or a potential purchase, the advertising system may display a sponsored message relevant to that conversation.

Depending on the country and the user's privacy settings, the system may also use broader interests and preferences that the user has chosen to share.

OpenAI says advertisements are clearly labeled and displayed separately from ChatGPT's responses.

The company also states that advertising does not influence the answers generated by ChatGPT.

Advertisers do not receive access to users' private conversations.

Users also retain controls over how advertising may be personalized.

For OpenAI, maintaining trust will be critical.

ChatGPT is fundamentally different from many advertising platforms because users often share detailed questions, ideas, problems, and decision-making processes during conversations.

Turning that environment into an advertising platform creates tremendous commercial opportunity, but it also raises serious questions about privacy, transparency, user trust, and the boundaries between recommendations and advertising.

ChatGPT advertising technology becomes more advanced

OpenAI is also expanding the technical capabilities available to advertisers.

Cost-per-click, or CPC, campaigns and outcome-optimized bidding reportedly account for the majority of advertising campaigns currently running on the platform.

Advertisers can also use Pixel and Conversions API integrations to send conversion information back to the advertising system.

This allows advertisers to measure campaign performance and optimize future campaigns.

Product feeds have also been introduced, enabling companies to synchronize product catalogs with their ChatGPT advertising campaigns.

Geographic and platform targeting can help advertisers focus campaigns on specific locations and devices.

Custom audience tools can also allow companies to target existing customer lists.

OpenAI says these capabilities help advertisers reach people who may be more relevant to their businesses.

The company has also cited early advertiser results.

One ecommerce advertiser reportedly generated a three-times return on advertising spending during a 28-day campaign period.

A technology partner also claimed that more than 80 percent of traffic generated through ChatGPT advertising came from new customers.

These results were reported by OpenAI and its partners, and independent performance data remains limited.

Advertising could become one of OpenAI's biggest businesses

The reported $1 billion annualized revenue run rate demonstrates how quickly advertising could become an important revenue source for OpenAI.

ChatGPT already sits at an interesting point between a search engine, personal assistant, recommendation system, research platform, and conversational interface.

Advertising could transform that position even further.

Traditional internet advertising grew around two major user behaviors.

Google monetized what people searched for.

Social media platforms monetized what people watched, followed, liked, and shared.

ChatGPT could potentially monetize something even closer to a person's immediate intention: what they are actively thinking about and discussing.

That makes conversational advertising extremely powerful.

It also makes responsible implementation extremely important.

The challenge for OpenAI will be ensuring that users can always distinguish between an AI-generated recommendation and a paid commercial placement.

If people begin questioning whether ChatGPT recommends something because it is useful or because someone paid for visibility, trust in the platform could quickly be affected.

For this reason, transparency may ultimately become one of the most important factors determining whether conversational advertising succeeds.

What comes next?

OpenAI says ChatGPT Ads will continue expanding into additional markets.

New advertising formats, campaign objectives, purchasing options, and measurement capabilities are also planned.

The company has additionally said it intends to explore more native ways for businesses to interact with consumers directly inside ChatGPT.

Exactly what those experiences will look like remains unclear.

But one thing is becoming increasingly evident.

The next major battleground in digital advertising may no longer be the search engine results page or the social media feed.

It could be the AI conversation itself.

And if ChatGPT Ads continues growing at its current pace, conversational AI may become one of the most important new advertising platforms of the coming decade.
