Kazakhstan Begins UNESCO-Led AI Readiness Assessment

The government of Kazakhstan has officially launched UNESCO’s AI Readiness Assessment Methodology, marking a major step toward developing ethical and inclusive artificial intelligence governance in the country.

The initiative, introduced in partnership with United Nations Educational, Scientific and Cultural Organization, aims to evaluate Kazakhstan’s preparedness for AI development and regulation while aligning national policies with global ethical and human rights standards.

The assessment framework is based on UNESCO’s Recommendation on the Ethics of AI, which encourages countries to promote responsible AI systems that prioritize transparency, accountability, inclusion, and fairness.

Government officials, academic institutions, private sector representatives, civil society organizations, and technology experts joined discussions during the launch event held at Astana Hub.

Participants highlighted Kazakhstan’s ongoing digital transformation efforts and explored strategies for strengthening the country’s AI ecosystem. Key areas of focus include human rights protection, gender equality, transparency, and inclusive access to AI technologies.

UNESCO representatives said the assessment will help identify policy gaps and guide future AI governance initiatives. A national stakeholder group composed of ministries, universities, business associations, and civil society organizations will support the implementation process and provide policy recommendations.

The initiative reflects Kazakhstan’s growing interest in responsible AI development as countries worldwide work to establish ethical frameworks for emerging technologies.
